The HQ were built 18 km away from Hitler's Wolf's Lair, in the forest Mamerki, by the lake Mamry and the Masurian Canal. This land previously belonged to the magnate family of the Lehndorffs.

The area was chosen in September 1940, and the buildings works were conducted by the Todt Ortanization. On the area of 250 ha 200 different structures were erected, including 34 reinforced concrete buildings, two heavy antiaircraft bunkers, and many brick and wooden barracks. The HQ were equipped with modern electrical appliances, warming system, sewage system, water supply system, telephone and radio connections. Bunkers were camouflaged in an artificial and natural manner, using for instance camouflage netting, concrete and sea grass. There is one mysterious structure of unknown purpose in the third zone, which was not completed.
